Growth Strategy Process Variations
The following growth strategy is a process, with
systematic steps. It was designed to structure the process by
which proposals for affiliations and partnerships between World
Relief and external community-based organizations could be considered,
evaluated and facilitated. Such partnerships were essential to
the organization's stated Mission.
The steps in the four processes were detailed
in four appendices, each describing the variations needed depending
on the context of the initiator for the proposal. The processes
are designed to function regardless of the management model finally
chosen. In that sense, these models set the standard for work
processes. Since the steps in these four process models are stated
at a very general level, it is true that it is "doing"
the steps that makes the process effective, not necessarily where
they are done. In other words, the process is not limited by location
and can be conducted at the hub, rim, or headquarters in any management
model being discussed.
The processing of all growth proposals include the following common
elements:
1. processing the request
2. feasibility study
and decision
3. defining and building the partnership
4. implementation, evaluation and conclusion
In addition to these commonalities, there are critical variations
in the process which are needed to make the process appropriate
to the context of the proposal initiator. The following appendices
describe these variations.

and clarification of each step in the growth process, and to serve
as a guide toward best practice. The text of these appendices

• If “no”, tell initiator “no and explain why
& offer referrals
• If “yes”, go on
G. Report feasibility and seek approval of appropriate level of
WR management.
